Proposal to refund burned INJ of proposal #94

Description
On the 27th of December Proposal #94 was initiated. More specifically a text proposal with a suggestion in it. It wasn’t accompanied by a governance forum post on https://commonwealth.im/injective or an in-depth description on how to execute the suggestion, or indeed even the purpose of the proposal itself. Two community members did deposit to the proposal to help get the proposals to voting stage, without considering the validity or effectiveness of the proposal. They deposited to help the governance community, out of good intentions. The proposal wasn’t discussed prior to its surprise appearance, and it did not reach quorum; the deposited INJ was burned. Because of their noble intentions, the nINJas are proposing to refund the depositors of Proposal #94. When active community governance first started, we agreed we would try and help each other where we could. So the nINJas will try and live this out, for this one last time. It is imperative that community members depositing to future proposals scrutinise the proposal in question, ensure that the proposal has been widely discussed on the Governance Forum, Telegram, & Discord, and that they accept that there is a high risk of losing their deposits should they fail to undertake due diligence.
