Injective Mainnet Upgrade

This is a software upgrade proposal for the Injective Protocol Mainnet. If passed, this proposal would commit the Injective Chain to halting the Injective Chain application binary at block height 14731000 (approximately 14:00 UTC on September 1st 2022) and starting the new Injective Chain application binary.\nMore details can be found in the long form proposal: https://github.com/InjectiveLabs/injective-chain-releases/blob/master/docs/migration/injective-canonical-chain-7.md \nThis upgrade proposal adds several new capabilities, features, and improvements:\n- Improve the permissiveness of reduce-only orders\n- Return error flag for MsgBatchUpdateOrders\n- Improve negative maker fee logic for fee discounts and historical event logs\n- Improve subaccount trade nonce increment consistency for market orders\n- Implement a blacklist for the peggy module\n- Implement advanced order types for derivative markets, which allows orders to be activated when certain criteria are met\n\nMiscellaneous changes:\n- Upgrade to the wasmd v0.28.0 and cosmos-sdk v0.45.7\n- MsgRegisterAsDMM renamed as MsgRewardsOptOut\n- Improve error common error logs by using info instead or error level\n- Change order hashes to be hex in chain queries
