Injective Mainnet Upgrade (v1.8)

This is a software upgrade proposal for the Injective Protocol Mainnet. If passed, this proposal would commit the Injective Chain to halt at block height 19761600 (approximately 14:00 UTC on November 21st) and resume with the v1.8 version of the Injective Chain application binary.\nMore details can be found in the long form proposal: https://github.com/InjectiveLabs/injective-chain-releases/blob/master/docs/migration/injective-canonical-chain-8.md\nThis upgrade proposal adds several new capabilities, features, and improvements:\n- Adds a new Token Factory module which enables permissionless native token issuance\n- Adds support for atomic market orders \n- Adds the ability to upload multiple Cosmwasm contracts in a single governance proposal\n- Adds ability to deregister automated execution of Cosmwasm contracts through governance\n- Adds support for orderbook metadata tracking
