Oracle Script Upgrade

This proposal will significantly revamp the current oracle script in order to improve both gas consumption and data availability. Specifically, the new script will be for the current Band oracle.\nThe asset data derived from the oracle will be now requested under a single oracle request that returns the status for each specific asset. This new process ensures that if the feed for a symbol for an asset within the script is unavailable, the rest of the symbols will remain unaffected and continued to be relayed through IBC.\nA new proposal will be submitted to remove the legacy oracle requests as soon as this proposal passes and the community verifies the new script is implemented correctly.
