Enable Wasmx

This proposal, if passed, will enable the wasmx module. Wasmx is an Injective bespoke module that allows smart contracts to execute in every block.\n\nInjective dApps can leverage this module to execute actions that are called by the Injective chain itself. Wasmx provides execution guarantees to smart contracts since the actions are not initiated by users or other contracts which are prone to off-chain execution risk.\n\nRefer to the wasmx documentation for more details: https://docs.injective.network/develop/modules/Injective/wasmx/
