Injective Mainnet Upgrade v1.13.2

This is a software upgrade proposal for the Injective Mainnet Upgrade (v1.13.2). If passed, this proposal would commit the Injective Chain to halt at block height 82830000 (approximately 15:00:00 UTC on August 20th, 2024) and resume with the v1.13.2 version of the Injective Chain application binary.\n\nMore details can be found in the long form proposal: https://github.com/InjectiveLabs/injective-chain-releases/blob/master/docs/migration/injective-canonical-chain-13-2.md\n\nThis proposal mainly focuses on further enhancing the WASM-enabled smart contract platform on the chain. In addition, the update will integrate a chain update to ensure that events are emitted from the preblocker for improved event tracking.
