Add ICON/Balanced Network deployment wallet to Injective whitelist

This proposal seeks to whitelist the developer wallet [inj1892ylcnlhr8yw72ly6twcwjp32nf4n4kea7vpx] for the ICON/Balanced Network development team to allow deployment of smart contracts on the Injective network without requiring a passing governance proposal for each deployment. Balanced intends to launch numerous features on Injective, including but not limited to sICX and BALN tokens, automated token factory compliance and more. Each of these deployments will require multiple contracts changes, and reliance on governance proposals to upload each individual contract creates a burden both on development and on the Injective governance system.
