Injective Lyora Mainnet Upgrade

This proposal outlines the parameters for the Injective Lyora Mainnet upgrade (v1.15.0). The Lyora chain upgrade proposal introduces several new capabilities, features, and improvements for Injective:

• <strong>Dynamic Fees Mechanism</strong>: Implements a robust new fee model that dynamically adjusts transaction costs based on network demand, optimizing for both cost-efficiency and transaction prioritization.
• <strong>Predictable Gas Usage</strong>: Enhances transaction sequencing by prioritizing high-importance messages within the mempool to ensure faster processing under congestion.
• <strong>Revamped Mempool</strong>: Enhances transaction sequencing by prioritizing high-importance messages within the mempool to ensure faster processing under congestion.
• <strong>Chain Enhancements</strong>: Includes additional performance optimizations and security improvements across core modules.

If passed, this proposal would commit the Injective Chain to halt at block height 114590000 (approximately 13:30 UTC on April 22nd, 2025) and resume with the latest 1.15.0 version of the chain.
