Update Community Burn Auction Cadence and Whitelist Contribution Contract

This proposal seeks to update parameters of the Injective Mainnet related to the community burn auction in order to improve alignment and accessibility for contributors.

<strong>Summary of Changes:</strong>

• <strong>Auction Cadence:</strong> The cadence of the community burn auction will be changed from <strong>30 days</strong> (introduced via the v1.16.4 upgrade) to <strong>28 days</strong>, ensuring that all future auctions will consistently start on a <strong>Wednesday</strong>.
• <strong>Whitelisted Contribution Address:</strong> A new whitelisted address will be introduced. This address represents the smart contract that will collect all community contributions, enabling coordinated bidding in the auctions going forward.

<strong>Timeline:</strong>

• This change will become effective at the <strong>conclusion of the current auction on October 01, 2025 at 15:00 UTC+02:00</strong>.
• The <strong>next auction will then conclude 28 days later</strong>, thereby establishing the updated cadence.

<strong>Actions:</strong>

• By voting YES on this proposal, you support changing the community burn auction cadence from 30 days to 28 days and whitelisting the contribution contract to enable coordinated community participation.
• By voting NO on the proposal, you do not support these changes.
• By voting NO WITH VETO, you find this proposal to be spam/irrelevant/malicious, and support burning the 100 INJ deposit, if such votes are greater than ⅓ of the total voting power.
• By voting ABSTAIN, you wish to contribute to quorum while formally declining to vote either for or against the proposal.
