Authorize Band IBC Oracle Request

This governance proposal authorizes automated Band Oracle on-chain oracle data IBC requests for the BTC, ETH, USDT, INJ and BNB price feeds. This proposal only prepares the IBC request on the Injective Chain, and a separate proposal to enable Band IBC will need to be be passed in order to start the cross-chain oracle packet transmission flow.\n\nSpecifically, the IBC request corresponds to obtaining price feed data from Band Chain's oracle script #23 with a requested validator count of 16 and minimum validator count of 10.
