Band Oracle Incident Grants Part 1

Around December 14th 21:51 PM UTC, the Band oracle reported irregular prices for the USDT price feed, which impacted several perpetual markets on Injective. While Band oracles utilize the median of price feeds from multiple sources, multiple data sources similarly reported incorrect data, causing the median used in the price calculation to be incorrect.

44 positions that surpassed a certain level of leverage were affected. This proposal is to grant USDT to addresses based on margins and PNL lost as a result of this incident. An improvement on the price source diversity and robustness has been enacted by band. In a follow up proposal, a grant distributing to subaccount balance losses will also be proposed for distribution.
